Categories of fire danger

The requirements for fire protection and preventions depend on level of fire dangers - that's why its setting is the most important for each industrial or business building or technology.

Legal entities (companies) are obliged by the law to maintain fire safety in the areas they use and where their staff and visitors have access.

Key requirements

Elementary obligation of any employer and self-employed person is to classify its operation into one of the levels of fire danger by Certified Fire Protection Engineer. The operation can be:

  • with normal fire danger
  • with increased fire danger
  • with high fire danger

Where increased or high fire danger exists, the employer has to elaborate the complete set of fire prevention documentation. Where high fire danger exists, the Fire Danger Risk Analysis has also to be elaborated sent to the Regional Fire Department for approval.

Each building which require general approval by the local construction authority also must have Fire-safety Design Report of the building.

Setting the level of fire danger

The operation with normal fire danger are those which are not either with increased fire danger nor high fire danger.

The operation with increased fire danger is where:

  • oxidising, flammable, highly flammable, extremely flammable in ammount higher than 1000 kg (solids) or 250 l (liquids) can be present in one place
  • more than 100 l of flammable or oxidising gases (or 60 kg of liquified flammable hydrocarbons) are stored in one place
  • potentially explosive atmosphere can form and where the layer of flammable dust can exceed 1 mm
  • three or more emplyees work in the area with fire load higher than 15 kg/m2
  • there is occasional fire load 120 kg/m2 or higher
  • open flame or other ignition sources are present nearby the flammable substances (with exception of local heating devices and preparation of food)
  • buildings of seven or more floors above the ground or higher than 22,5 m (with exception of appartment buildings)
  • buildings of higher concentration of people (theatres), stores, hotels and accomodations and buildings for people with special needs and disrupted orientation
  • in underground parts of buildings used for providing services or business with ocassional fire load 15 kg/m2 and where more than 7 persons can be present at the same time
  • there are special conditions for fire fighting

The operation with high fire danger is where:

  • oxidising, flammable, highly flammable, extremely flammable in ammount higher than 5000 tons (at any state) can be present in one place
  • there is production of flammable or oxidising gases or liquids, their filling into tanks, containers or means of transport with yearly production exceeding 5000 tons
  • there are installations for increasing the pressure and providing pipe transportation of flammable liquids or gases through pipelines of diameter 800 mm or higher
  • buildings of more than 15 floors above the ground or higher than 45 meters
  • in underground parts of buildings with ocassional fire load 15 kg/m2 and where more than 200 persons can be present at the same time
